would direct the Administrator of EPA to establish a grant program to improve the effectiveness of education and outreach on "Do Not Flush'' labeling, and require the Federal Trade Commission, in consultation with the Administrator, to issue regulations requiring certain products to have "Do Not Flush'' labeling.
