would withdraw National Forest System land in the Ruby Mountains subdistrict of Humboldt-Toiyabe National Forest and National Wildlife Refuge System land in Ruby Lake National Wildlife Refuge, Elko and White Pine Counties, Nevada, from operation under the mineral leasing laws.
