would provide for congressional disapproval under Chapter 8 of Title 5, U.S. Code, of the rule submitted by NMFS relating to “Endangered and Threatened Wildlife and Plants; Regulations for Listing Endangered and Threatened Species and Designating Critical Habitat.”
