would provide for consideration of bill H.R. 1644, which would amend SMCRA to seek to ensure transparency in the development of environmental regulations, and provide for consideration of the joint resolution S.J. Res. 22, which would provide for congressional disapproval under chapter 8 of title 5, U.S. Code, of the rule submitted by EPA and the U.S. Army Corps of Engineers relating to the definition of "waters of the United States."
