Changes would increase the maximum civil penalty from $10,000 to $200,000 per event per day, and increase the maximum penalty for a series of failures from $500,000 to $2,000,000. The Oil Conservation Committee is proposing to amend N.M. Code R. §19.15.8 regarding financial assurance for oil and gas wells. Among other changes, the amendments would establish amounts of blanket plugging financial assurance for wells in temporarily abandoned status, and clarify that if a blanket bond no longer covers certain wells, additional financial assurance for the non-covered wells is required. A public hearing will be held June 4, 2015, and the deadline for comment is May 28, 2015.
The Corporation Commission is proposing to amend Ariz. Admin. Code §§14-5-202 through 207 regarding pipeline safety. Changes would update the rules to comply with federal regulations, including requiring testing on each weld of a new or modified liquefied natural gas pipeline.
