Under a proposed consent decree concerning the sale or offer for sale of aftermarket products containing components with a principal effect of bypassing, defeating, and rendering inoperative emission controls installed on motor vehicles or motor vehicle engines, settling CAA defendants must perform injunctive relief and pay a $700,000 civil penalty.
