SIP Proposal: West Virginia (infrastructure requirements for the 2015 ozone NAAQS).

EPA proposed to not impose financial responsibility requirements for petroleum and coal products manufacturing facilities under §108(b) of CERCLA based on the Agency's determination that the risk associated with hazardous substances at such facilities does not present a level of risk of taxpayer funded response actions that warrants imposition of the requirements. 

SIP Approval: South Carolina (interstate transport requirements for the 2008 eight-hour ozone NAAQS).

EPA approved Tennessee's state plan for implementing and enforcing the emissions guidelines applicable to existing commercial and industrial solid waste incineration units.

EPA announced that it received and proposed to accept CAA §§111(d)/129 negative declarations from New Mexico and Albuquerque-Bernalillo County, New Mexico, for existing other solid waste incineration units, which certify that existing units subject to those sections of the CAA do not exist within the specified jurisdictions in New Mexico.

FWS proposed to reclassify the humpback chub from an endangered species to a threatened species under the ESA due to partial recovery of the species and proposed a rule under §4(d) to provide for the species' conservation. 

FWS proposed to designate critical habitat for the Big Sandy crayfish and the Guyandotte River crayfish under the ESA. 

EPA designated one new reference method for measuring concentrations of sulfur dioxide in ambient air.
