The 20th anniversary of Superfund1 is a time to reflect upon the extraordinary history of this singular environmental law. This Dialogue begins with an overview of that history. It then offers some observations about Superfund's achievements and about the evolving societal strategy for addressing contaminated sites. Finally, this Dialogue examines some of the many challenges that still confront Superfund as it moves into its third decade.

The authors are partners in the Washington, D.C., office of Morgan, Lewis & Bockius LLP. This Dialogue is based on comments submitted by the Superfund Settlements Project on December 11, 2000, on the occasion of the 20th anniversary of the Superfund program. The current members of the Superfund Settlements Project are Ciba Specialty Chemicals Corporation, E.I. duPont de Nemours & Co., Inc., General Electric Company, General Motors Corporation, Honeywell International Inc., IBM Corporation, United Technologies Corporation, and Waste Management, Inc.
