An administrative law judge (ALJ) stayed the U.S. Environmental Protection Agency's Resource Conservation and Recovery Act action against a company so that the parties could complete settlement negotiations. The matter had already been stayed for six months. Rather than granting the parties' request for a second six-month stay, the ALJ granted a stay of three months as there was no obvious or compelling reason to stay the proceedings for a total of one year.
