The Division of Remediation proposed to adopt news regulations governing solid waste processing and disposal and use of soil containing a hazardous substance. The rules would regulate the use of soil excavated from construction sites at other locations, establish a coordinated regulatory approach for addressing less contaminated soils, and provide definitions for Category 1 and Category 2 soils.
