The Department of Environmental Quality proposed amendments to regulations concerning the Clean Fuels and Vehicle Technology Fund Grant and Loan Program. The revisions would clarify procedures for providing grants or loans to government agencies and private sector businesses, define "energy efficient building envelope improvements" and "qualified energy efficient residential dwellings," and establish eligibility criteria for grants.
